實際上，在烏克蘭申請加入歐盟之前，阿爾巴尼亞、土耳其、塞爾維亞、北馬其頓和黑山已經作為候選國開始與歐盟進行入盟談判。其中，土耳其、塞爾維亞和黑山的入盟談判均已經接近或超過10年。自部分成員國呼籲給予烏克蘭入盟特別程序以來，土耳其總統埃爾多安已經公開要求歐盟平等對待土耳其的入盟談判。
